                                      Independent Reviews of Owner's Estimates

The cost estimating process is used to predict uncertain future costs (which will often become the baseline by which a project is managed). A key aspect of cost estimating is the minimization of the uncertainty of the estimate given the level and quality of scope definition.

 

An estimator’s skill, judgement and experience are critical factors affecting the quality of cost estimating artifacts and ability to minimize uncertainty in the numbers. In addition, the level of detail provided in estimate documentation will define how useful the estimate can be for further cost engineering activities such as change management, earned value, resource loading, and cost control.

 

Based on the Author’s work reviewing owner’s estimating artifacts, this paper describes:

·   Some of the common areas of improvement across the organization’s estimating products,

·  Elements an owner’s estimating organization can implement or review to address those areas, and

· Recommendations for maximizing the use of the estimate for other cost engineering activities.

Shoshanna Fraizinger is a results-driven Project Manager with over 20 years of progressive project experience, 17 of which have been in the Nuclear Industry. Ms. Fraizinger  has provided value added solutions and technical expertise drawing on exceptional team-working skills and an understanding of diverse cultures.

Shoshanna is the Owner and President of Shoshanna Fraizinger Consulting Inc. She is also employed at Sargent & Lundy, working in their Project Controls and Scheduling Division. Her experience includes more than ten years supporting recent Mega Refurbishment Projects in Ontario.

 Shoshanna has been actively involved in many cost engineering and project management areas, including providing independent estimate reviews, schedule and estimate preparation, risk management and analysis, portfolio and asset management analysis, project management and controls organizational and framework development, and cost engineering training and mentoring.

Shoshanna currently holds AACE’s Certified Cost Professional Certification and PMI’s Project Management Professional designation. She has authored and presented five technical papers on varying topics in estimating, planning, and scheduling, and owner issues and is a primary coauthor for an AACE Recommended Practice currently in review. She sits on the AACE International Board of Directors representing the Education Board, where she has contributed to their Online Learning Initiatives. Shoshanna is a member of Women In Nuclear (WiN), the Canadian Nuclear Society (CNS), and the Construction Industry Institute – Project Controls Community for Business Advancement (CII-CBA).

 

Shoshanna formerly served as the President of the AACE Bruce County Local Section, and Treasurer of Region 1, covering all of Canada. As an active member of AACE, Shoshanna has participated in various task forces and committees, special interest groups and technical subcommittees including; the AACE 2020 Strategic Planning and AACE Executive Director Search team, AACE Technical- Education-Certification Alignment Group, the cost estimating technical subcommittee, the planning and scheduling technical subcommittee and the EVM technical subcommittee.  Her presentation was one of thirteen selected for live webinar broadcast at the 2020 AACE International Conference & Expo (The one where we were quarantined).
